I am writing to you as representatives of our rural communities because it is important that the views of people who live outside of Basingstoke town give their views on what currently makes Basingstoke an attractive shopping centre and what is not so good together with ideas about how improvements could be made in future.
Time is running out to share your views to shape the long-term future of Basingstoke town centre. I am writing to you as representatives of our rural communities because it is important that the views of people who live outside of Basingstoke town give their views on what currently makes Basingstoke an attractive shopping centre and what is not so good together with ideas about how improvements could be made in future.
High streets across the UK continue to experience the effects of changes in shopping habits. Although Basingstoke town centre, including Festival Place and The Malls, has had success in attracting investment and new retailers in recent years, the COVID-19 pandemic has meant that town centres across the country are facing significant challenges, such as a decline in footfall and shop closures. Basingstoke and Deane Borough Council has appointed a team of experts in looking at how places can be strengthened to help develop an ambitious strategy for the town centre area.
Recognising the importance of a strong town centre as a key part of the borough’s recovery from the pandemic, the aim of the new strategy will be to create a vision and future masterplan to ensure the town centre offers an attractive shopping, leisure and cultural experience.
Over the next six months the study will include comprehensive engagement with residents, businesses and other groups and a detailed analysis of the town’s requirements and aspirations to create a final vision and masterplan. The new plan is due to be announced in the autumn and we are also looking at what lessons and actions may be applicable to other towns and villages across the borough to assist them in meeting the changes in shopping habits.
Working closely with town centre partners, the aim will be to ensure the council can provide support where it is most needed and maximise joint development and investment opportunities.
Residents, businesses, organisations and visitors are being encouraged to share their views of the town centre, their shopping habits and what they would like to see to improve the area in future years by taking part in an online survey at www.talkbasingstoketowncentre.co.uk. The survey will be open until Friday 19 March.

Basingstoke and Deane Borough Council Survey on Community Facilities
Basingstoke and Deane Borough Council need the opinion of local users of community facilities to enable them to plan the borough’s future approach to open space, sport and recreation which they believe is key to supporting healthy communities across the borough as we recover from the COVID-19 pandemic.
The survey also considers how well community buildings are serving community needs operating now and how this can be improved in the future, accounting for factors such as growth in the borough.
The survey is open until Sunday 7 March.

Hampshire’s Local Tracing Service for Covid-19
The Local Tracing Service for Hampshire has now gone live. The Local Tracing Service is supporting NHS Test and Trace by contacting people who have tested positive for coronavirus in our area. More information at https://www.hants.gov.uk/socialcareandhealth/coronavirus/test-and-trace#step-2

400 home proposal
A public meeting was held on 14th December to assess the reaction from residents to the proposal by Catesby Estates of a 400 home development in Bishops Green.
The strength of feeling against this proposal has been overwhelming. None of the members of the public who spoke at the Zoom meeting was in favour. The consensus of the questionnaire responses so far is almost totally against such a development.
Reasons for the objections are many and varied and include:
- Environmental impact (flooding, pollution, emissions, and carbon neutral
- Traffic management (road layout and safety, access to the heavily trafficked A339, inadequate bridge).
- Education capacity
- Access to medical and dental services
- Infrastructure capacity (water, electricity, sewage, gas, refuse and recycling, telephone, and broadband services)
- Inadequate facilities (shops, pharmacy, pub etc).
The development size caused much concern as it would completely change the character of the area.

Improving local broadband speeds - Fibre to the Property (FTTP)
A group of residents in the parish are investigating a scheme to improve broadband speeds for local properties. Although this is not an ES&BG PC endorsed scheme, it has some potential benefits for residents.
If you are interested in looking at other options for improving broadband speeds in the local area then please join the residents of Ecchinswell who are coordinating a ‘community led’ solution to get fast broadband – known as Fibre to the Property (FTTP).
Currently 24 households have signed up or have verbally committed to this.
The advantages include;
- Increasing the value of your property (by up to 16%*). Two fifths of potential purchasers of a property would not consider a property with slow internet speeds.
- Increasing the value and attraction of our community as a place to live and work
- Future proofing – you may feel your broadband is currently “good enough” but future demands on bandwidth will require FTTP.
Fibre to the Property (FTTP) provides;
- Reliability of speeds. It will prevent further deterioration as more houses rely on the existing fibre to the cabinet services.
- FTTP will not see speeds reduce in adverse weather conditions.
- The current plan under consideration buries cables underground which makes it 5 times more reliable than wires on poles (according to BT) and aesthetically more appealing.
The cost to you
- Government Grants will cover the majority, or potentially ALL of the costs. Grants are provided after completion so funding may be required short term
